How Internet censorship works today (and does it work?)
I want to share my thoughts about the law 89417-6 on the possible filtering and blocking of “bad sites”.
All tweeters, facebooks and other social networks today shout that the days of the Great Internet Censorship are coming, remember the Chinese firewall and so on. No, I'm not going to argue with that.
I just want to give an example of the fact that the imperfection of our laws is compensated by the non-binding nature of their laws. And even if this law is adopted, we most likely will not wait for loud Wikipedia closures. There will be just another tool that SORM is now, just in case. This, in my opinion, is an exclusively political tool.

After all, think about it, browse and thoughtfully delete a page on the application from Roskomnadzor during the day, not one large social network can. If it even works, it will be the opposite: they will close it first and then they will consider it, because the risk of getting an IP address blocked is equivalent to losing a business. Another question is whether the really controversial applications will come from Roskomnadzor? We don't know that.
But there is a good example from the existing practice. Look, on the website of the Ministry of Justice there is a Federal list of extremist materials updated by court decisions.
The site www.islamdin.com is rightly blocked by all providers in Russia, because such is the law. The court has forbidden - the provider has executed. If anyone is interested to see what is blocked, we can also legally view it through the anonymizer .
Works? Well with the sites, let's say yes. But in this list there are not only sites.
We’ve scored a request in to Google or with more stringent conditions , and we see a lot of materials suitable for these conditions.
Obviously, the federal list is not monitored by anyone, is not updated (only supplemented), includes domains, brochures and quotations that may be useful for subsequent court decisions to facilitate the classification of material as extremist.
That is, if you are sued and the court finds extremist materials in you, this is a guaranteed article.
The last item on the list was an A4 sheet with a subtitle.
