The Ukrainian government apparently liked the experience of holding elections in Russia, because yesterday, four months before the parliamentary elections in the country, Prime Minister Mykola Azarov
said that all 34,000 polling stations in Ukraine would have web cameras installed to monitor the voting progress. According to the Prime Minister, it will be possible to observe the parliamentary elections in Ukraine through a web portal from anywhere in the world.
According to
the Watcher website, a set of computers, a webcam, a modem, and fastening systems for each student will cost 600-700 dollars with the most optimistic scenario. In general, the acquisition of technology will draw on 20-25 million dollars.
The problem is not only in money, but also in very limited time. In Russia, where the implementation of such a project began 3 months before the elections, most of the equipment
had to
be transported by airplanes from Taiwan, since not a single supplier has such a quantity of products in stock. Traditionally, from China or Taiwan, equipment is delivered by sea.
In addition to the acquisition of technology, it is also necessary to install the necessary software on it (which still needs to be developed) for switching with the portal, which will cover the election process and the recording of backups. And then you need to have a few hundred brigades that will travel around Ukraine and install all this equipment in each of the sections.
')
But all this is nothing compared to the fact that in order to provide a live broadcast from 34 thousand sites, the Internet will have to be stretched to almost all (even the most inaccessible) settlements of Ukraine.
In addition, it is not clear who will become the owner of all the equipment and network infrastructure after the elections. As writes Watcher, most likely, such a large project throughout the country will be able to pull only Ukrtelecom, which, however, has long become a private company. Issue price - 100-200 million dollars.
