Reporters Without Borders , in Ethiopia, the authorities imposed severe censorship on the Internet. Were blocked by the Tor network, as well as all VoIP-services, including Skype and Google Talk. This became possible due to the fact that the sole provider in Ethiopia is the state corporation Ethio Telecom.
The reason for blocking the Tor network was the state initiative to protect against pornography. Thanks to the implementation of Deep Packet Inspection, the Ethiopian authorities were able to completely cut off their population from the Tor network, and the guys from the Tor Project
are looking for a workround to bypass the ban.
As for VoIP, at the end of May the government ratified the new law, according to which all software and hardware of IP-telephony fall under state regulation, and violation of conditions is prosecuted under the law providing for up to 15 years in prison. This law, however, was adopted, as the authorities explained, as one of the components of the protection of state communication providers. In fact, as
reported by the OpenNet Initiative report, Ethiopia has a widely practiced policy of filtering opposition sites. Because of the encryption of protocols, it becomes incredibly difficult to monitor communication of unwanted people, so in Ethiopia, the security forces chose to completely ban such traffic with a criminal article who does not indiscriminately communicate with anyone.
