Getting free EDS keys in Ukraine

A reasonable idea for issuing free EDS keys for the delivery of electronic reports reached Ukraine. The tax inspectorate, as the body most interested in reducing paper workflow, took the initiative to issue EDS keys free of charge. To do this, special key certification centers have been opened throughout the country. On May 30, the first such centers were launched in Kiev , and a few days later they began to give free keys in the regions. I went through the procedure of obtaining a new EDS one of the first. I present to the Ukrainian businessmen habrovchanam instructions for action. Immediately calm those who have a pathological fear of visiting the tax: the key certification center, though assigned to the tax inspectorate, is located with it in different buildings, sometimes even in different parts of the city.

Certification centers for free keys were prepared very quickly, the first time messages about this appeared in February . They promised to start issuing by the first of May, but were a bit late. Obviously, to speed up the process, the entire infrastructure was decided to buy ready-made. Everything necessary was purchased from IVK (one of the current paid ADSSC), up to and including paper applications for registration. It is curious that so far in the application form, which is posted on the ADSK tax website, there is a link to the website ivk.org.ua. Therefore, those who have already received the keys from the CPI will find a lot of similarities for themselves.

However, this is a lyrical digression. Here is a list of documents and things you need to prepare:

  1. Application for registration to obtain a strengthened key certificate ;
  2. Application for accession to the contract "On the provision of electronic digital signature services" in duplicate;
  3. A copy and original certificate of state. registration (extracts from the state register);
  4. Copy and original identification code;
  5. Copies of 1–4 passport pages and original passport;
  6. Empty CD-R or USB-drive for recording electronic keys in the required quantity (two CD-Rs or two USB-drives are required for signing and printing).

The same list is on the ADAC site . You can use our online form to automatically generate both applications. Formed applications can be downloaded in .DOC and .ODT formats.

Bring all the documents you need in your regional "sector". The list of addresses on the ADC site . On the very first day, there was no rush and no queues, at least in my “sector”. However, I think the interest of entrepreneurs will grow.

Inside you will be met by an employee who checks the copies and originals and rolls your data from the questionnaire into the database. After that, he will take him to a special room, where there is a computer allocated for generating and writing EDS keys. This is the client part, which will ask you the desired password for the private key and write it to the disk. The public key is transferred to the server part to the operator-operator, who either publishes your certificate on the ADCS website, or writes you to a USB flash drive / sends it to an email if you decide not to publish your certificate. If you have a seal, you will need to invent and enter another password.

After all this, you should remain in your hands:

  1. One copy of the application signed by both parties to accede to the EDS services agreement;
  2. One or two carriers with private keys.

Now you are a full-fledged participant in electronic document management and can send reports electronically!
