These assumptions were based on the fact that using the Deep Packet Inspection (DPI) technology, Phorm will be able to easily intercept and analyze all web pages visited by users of designated providers.

Accumulated information should have been used to build user profiles. Detailed information about the interests of users was used by the system to target ads placed on sites visited by the user. The accuracy of advertising targeting should be higher than in other systems, since Phorm will have a complete picture of the user's Internet activity. By the way, it was assumed that the user will be able to refuse profiling in his personal account. It was planned to distribute profits between the provider and the company Phorm.

The emergence of such news alarmed the public. Phorm was preparing for this development and prepared Ernst and Young’s conclusion that the interception system does not affect the privacy of users. However, it turned out that the technology was tested throughout 2006 and 2007 without user consent. Both the Ministry of the Interior and the European Commission were drawn into the growing scandal. As a result, the industrial operation of the system has not begun. Criminal prosecution for the invasion of privacy against Phorm and BT was discontinued in 2011. The company Phorm spent decent money to hush up the scandal and is now looking for business in the third world countries.
