Conclusion - the performance of PHP and Ruby Core 1.9.0 are approximately equal (somewhere faster than Ruby, somewhere PHP).
As an explanation, the current stable version of Ruby 1.8.6, version 1.9.0 (with a rewritten and optimized kernel) will officially be released at the end of December 2007 (but the test release has been available for quite some time - it was used for testing).
