This problem wants to solve the crowdfunding site Unglue.it. How does he work? Users compile lists of books that they would like to release, and the project administration agrees with the copyright holders to publish the book in electronic format under a Creative Commons license. If the negotiations are successful, the fundraising begins.

The author or copyright holder can start a campaign to free the book and on his own initiative. He can put in the cost of the project his remuneration or only the technical costs of creating an electronic version. This can be beneficial both in financial terms - to get a more or less decent amount here and now instead of uncertain incomes in the future, as well as in terms of image and advertising. The principles of the campaign are about the same as on Kickstarter - an interesting video, a widget for your site, publishing on social networks, rewards for donors. Service takes 6% commission.
