Forbes magazine called Steve Ballmer "without a doubt, the worst CEO of those who manage modern large companies in the United States." According to Forbes, Balller missed the development of the market for mobile platforms and tablets, which negatively affected not only Microsoft’s profits, but also the business of companies that form an “ecosystem” such as Dell, Hewlett Packard and even Nokia.

In 2000, before Ballmer took over the management of the company, Microsoft’s shares were worth $ 60 and by 2002 they had fallen to $ 20, having risen to the current moment only to $ 30. And this is not surprising, since the release of products was constantly postponed, and those that were released added so few useful features that users even began to look for ways to avoid upgrades. According to Ballmer, Windows Vista spent 200 man-years more than planned and when, after a year's delay, the system entered the market, users did not want to switch to it.

Thus, Microsoft closed the Zune, closed the project of its tablet, closed Windows CE and other mobile products. During a significant rise in the mobile application market, Microsoft remains the same PC-oriented company as it was when Ballmer became its CEO.
