The issue of introducing the service of portability of fixed phone numbers when the subscriber of a cellular operator changes. The current president Dmitry Medvedev himself commissioned the Ministry of Communications and Mass Media to develop a strategy for the implementation of MNP in Russia. Operators see this service as unprofitable, because based on statistics made by ROMIR research company, today only 2% of subscribers are potentially interested in number portability. At the same time, according to estimates by one of the largest operators of MTS OJSC, the introduction of MNP will only cost the so-called Big Three operators (MTS, Megafon, Vimpeltelecom) to cost an average of
$ 400 million . And such a discounter operator as Tele2, which ranks fourth in the number of subscribers in Russia, estimates its estimated costs for the implementation of this service at
10-15 million euros .
Thus, discounter operators have only two options: either to work at a loss, or to raise tariffs for subscribers who have switched to them from other networks in order to equalize the costs of interconnect.
However, the global history of MNP implementation shows more optimistic examples. So in Finland, the introduction of MNP led to the emergence of three new operators and a reduction in tariffs by 30%. In the United States, according to the Stanford Institute for Economic Research, after the introduction of MNP, tariffs for communication services decreased by an average of 4–4.5%, while the cumulative reduction in subscriber costs was about $ 120 million per month. In Europe, after the introduction of MNP, a decrease in mobile communication tariffs was recorded on average by 4%, while on fixed-line tariffs - up to 11%.
So it’s early to make predictions. The head of the Federal Antimonopoly Service Dmitry Rutenberg considers the main task for the successful introduction of the MNP service in Russia is the “equalization” of interconnect tariffs. This is exactly what the Ministry of Communications should take up closely as the development of a strategy to introduce this service en masse.
