Ukrainian deputies want to close any site without trial for 7 days

The Verkhovna Rada of Ukraine plans to consider in the second reading a bill that will allow closing any Internet resource without a court decision.

If this bill is adopted, financial and legal sanctions can be presented to any Ukrainian provider in order to control the Internet space during the election campaign to the Verkhovna Rada.
"If the draft is adopted, the current majority ( in fact, this is the Party of Regions in the Rada - approx. ) Will gain control over the information Internet space, as well as its commercial resources," the deputy said. In particular, the draft law provides for the possibility of terminating the operation of an Internet resource with the assistance of providers.

The most dangerous innovation for the citizens, envisaged by the project, is to introduce a procedure for the destruction of Internet resources within seven days without a court decision, only signed by an average official.

Technologically it will look like this. The subject of copyright or related rights (the applicant) for real or contrived reasons appeals to the provider to stop the use of such rights by the hypothetical “violator” (and they can be any resource on the Internet) while submitting a set of documents to substantiate such “ violations. " For example, agreements on the ownership of rights. “In this case, the provider must within two days notify the“ offender ”about the need to eliminate the violation. For example, allegedly "pirated" content. And if he continues to place the disputed objects of intellectual property or does not provide an explanatory document for the next two working days, the provider is obliged to block access to them or delete them. And if it is technically impossible - to limit or stop the provision of services to the "violator" altogether. In other words, to close access to his site, ”explained people's deputy Lesya Orobets.

PS From the author of the news: pay attention: the participation of the court or even the prosecutor's office is not visible - they wrote a letter from the executive committee to the provider and the kirdyk. Explain your actions by itself is not required. It is then that the owner of the resource will run through the courts and try to open the resource.

Who owns the question, please unsubscribe in comments about whether it is possible to divide / block domain names in Ukraine in what situations:
1) if the domain name is Ukrainian (.com.ua for example), but not in some way registered with the Ukrainian registrar
2) if the domain name is not in the Ukrainian zone (.net for example), but is registered with the Ukrainian registrar.
