RBC Daily reports
today that the Russian office of PayPal has submitted documents to the Central Bank for the creation of a non-bank credit organization (NPO).
The Chairman of the Board of Directors of QIWI Group (Boris Kim), commenting on this event, explained that after the registration of NPOs, PayPal will be able to issue electronic money on its own, and not just bind accounts to bank cards and process. (This will increase the amount of funds that the company will receive directly from subscribers, bypassing partner banks.)
The paperwork process can take up to six months, as an expert to an unnamed processing organization told RBC daily, and after that documents can be returned for re-issuance.
