It is clear that any social network, any popular (and not very) resource is trying to fight spammers, who, without control, will quickly get rid of everything that is possible. The administration of Twitter decided to fight not only with spammers, but also with those who produce software for the spammer. The other day, Twitter sued five companies and individuals creating spam software for microblogging.
Representatives of the company hope that lawsuits against the creators of spam software, in the event of an appropriate verdict, will stop other companies and individuals from creating such software. It is clear that the company has specialists who are somehow trying to take control of the spam situation. But it is clear that it is difficult and not very effective. Twitter, like any other social network, is full of spammers.

Nevertheless, there is indeed a rather high probability that lawsuits, or rather, the results of these processes, can reduce the level of spam and the number of spammers. The main task of the microblogging service administration is to convey the message to spammers that spamming Twitter can have serious consequences for a spammer.
Among the developers of spam software that Twitter is suing are TweetAttacks, TweetBuddy, TweetAdder. I would like to hope that the Twitter team will be able to punish spammers - so many of them are divorcing now. According to data provided by the administration of Twitter, at the moment the company has already spent about 700 thousand dollars to fight spammers.
In addition to lawsuits, the company introduced a new software to combat hackers. Time will tell how effective this software is.
