Dear colleagues who have encountered the address classifier of the Russian Federation KLADR know how strange this database is (primarily its structure), as well as a large number of inaccuracies in the data itself.
In 2011, the FTS took over the business, which began to develop a new unified database of the Federal Information Address System (FIAS) in order to put an end to the address mess prevailing among various departments.
By the way, KLADR also did the tax, but, apparently, it turned out that it was better to start everything from scratch, instead of tormenting it with its predecessor.
Single information from FIAS will be required to use all departments - traffic police, Rosreestr, registry office, FMS of Russia and others, in particular Russian Post - which uses its own address directory, different from KLADR, which led to constant problems with the delivery of letters sent by the FTS to taxpayers. The Tax Service has developed a procedure for maintaining FIAS, according to which data on the street, house, apartment, etc., will have to be transferred to the new information system within a few days from the moment of their appearance.

And so, from January 2012, on the website of the
fias.nalog.ru system,
they began to spread the FIAS database in two formats, dbf and xml,
to free access in the weekly mode, and the new database with fresh data is also available in the KLADR format (!) For use in the systems sharpened by its use. Those interested can immediately begin with a
description of the structure of the base, you will like it.
