The issue of phone numbers in the LTE network is being resolved.

Members of the Systems and Communications Section of the Scientific and Technical Council of the Russian Ministry of Communications and Mass Media discussed the issue of assigning telephone numbers in a situation when new communication standards are emerging.
The situation is such that Scartel LLC (trademark - Yota) from April 15, 2012 begins to use LTE technology in Moscow. In this regard, the question arises about the technical compatibility with the interaction of users located in different mobile radio telephone communication networks: the new LTE and traditional GSM / UMTS. However, it has not yet been determined in what order the numbers will be assigned to LTE subscribers and whether they should differ from the “traditional” numbers.

During the meeting, Sergei Solovyov, Director for Science of the Central Research Institute of Communications, made a presentation on international experience in using numbering on LTE networks. There were also reports from the operating director of Scartel LLC, Dmitry Nudgi, and the head of the technical development department of Megafon OJSC, Andrey Grachev.
The main question was that the telephone numbers should be given to the operator, not the network. In this case, the numbers in GSM and LTE standards will look the same. If the subscriber already has a number in the GSM standard (the DEF (MSISDN) code is used there), he can also use it in the LTE standard. If the user does not yet have a number, he will receive from his operator a new one in the same DEF code.
“The Ministry of Communications and Mass Media may recommend that telephone operators use the existing telephone number,” the ministry concludes. The relevant order of the Ministry of Communications will prepare in the near future.
“In our opinion, the provision of communication services in the networks of the new generation should be carried out while maintaining the principle of continuity based on the maximum use of the existing numbering resources. This approach will enable subscribers to use communication services in networks of different standards without having to change numbers, ”Yulia Dorokhina, Megafon press secretary, told RIA Novosti.
Scartel did not provide any comments.
The section participants also discussed possible ways of transmitting and receiving voice information and SMS in the provision of LTE mobile radiotelephone services. This problem currently has only two solutions. This technology is Voice over IP (VoIP, voice + data), used in particular by Skype. However, this option gives significantly lower quality and long delays compared to traditional cellular telephony. Or use the transition in the network standard GSM / UMTS, if the operator has its own network of the previous generation.
So, Scartel, which launched the first LTE network in Russia in December, expects to use the Circuit Switched Fallback (CSFB) technology created for LTE networks for voice communications at the initial stage. Scartel, in the absence of its own GSM networks, will carry out this in cooperation with MegaFon.
