Which Ruby Hosting to Choose?

There was a question of Ruby hosting.
What Russian or foreign hoster would you recommend?
How to deal with loads and extensions?

We looked at Google and wrote a couple of letters and in the end:
manage.slicehost.com - there is a very long wait.
www.engineyard.com - it's expensive here

And the others that were found, including the Russians, are quite strange.
