Recently, the Russian Academy of Sciences has been severely criticized for being passive in building a "national innovation system." It is believed that scientists are unable or unwilling to provide domestic businesses with a sufficient choice of applied developments capable of becoming “Made in Russia” new high-tech products.

In response, representatives of the RAS declare that the institutes of the Academy of Sciences generate a mass of useful developments, but Russian businessmen are absolutely not interested in them, because they have other, easier opportunities for profit. Actually, there are not so many of them: “cling to the well”, “cling to the budget”, “embark on commodity-cash flows”. Those who are not lucky, prefer to withdraw funds abroad. And no persuasion of the government can change this sad picture, because money, like water, "does not flow uphill."
