The ISO organization yesterday
rejected the open standard of open source text documents, presentations and spreadsheets ISO / IEC DIS 29500, which was proposed by Microsoft.
The ISO / IEC DIS 29500 standard was originally known as Office Open XML (OOXML). It was filed with the ECMA organization and adopted as ECMA 376, after which it was sent to ISO in December 2006.
The voting procedure in ISO stretched over five months and ended on September 2, 2007, and was attended by national representatives of IEC and ISO from 104 countries. For the adoption of the standard required to collect two thirds of votes, provided that no more than 25% will be negative. None of the criteria was met. The official results were summed up yesterday: 53% of the votes in favor and 26% of the votes against.
The discussion of the situation and the adoption of an official comment on this ISO decision will be held in February 2008 at a special meeting organized by the ISO / IEC JTC 1. They also plan to discuss what to do next in this situation. Judging by the sharpness of the
discussion on Habré on a related topic, it will not be an easy question.

If the developers of the standard agree to make some edits to it, then some national ISO members may withdraw their negative votes, so that over time Microsoft technology can overcome the threshold required for publication as an official ISO standard. If this does not happen within a certain period of time, the procedure will be permanently terminated. Judging by the comments of experts, the second option is more likely: “The OOXML format contains significant flaws that will be difficult to fix otherwise than starting development again or complementing the already existing Open Document Format standard,”
