The financial side.

In total, about 20 billion rubles will be spent on the implementation of this project. Of these, 13 billion rubles allocated by the state and will be paid in 2013, and another 7 billion rubles will be invested by Rostelecom. It is planned that these costs will pay off within 6-7 years.
Of these, 5 billion rubles were spent on equipment, and the remaining costs are communication lines and infrastructure.
