Participants in the meeting of the Subcommittee on customs tariff and non-tariff regulation, protective measures in foreign trade of the Russian Federation supported the proposal to allocate two separate codes of TN VED (commodity nomenclature of foreign economic activity) and establish zero rates of import duties for microprocessors executed according to the technological process not more than 32 nm, said in a
statement on the website of the Russian government .
As said, this decision was made taking into account the implementation by a number of domestic enterprises of investment projects for the industrial production of chips produced using the 90 nm technology.
However, the Russian companies Sitronics and Angstrom are
dissatisfied with the government’s decision. According to them, under the guise of "multichip and hybrid integrated circuits up to 32 nm in size", it will be possible to import chips made by any technological process, including those produced by domestic companies, into Russia. They say that customs officers are not too versed in the technological process of microprocessor production and may confuse processors of different families.

The representative of the company "Angstrom" expressed the opinion that this solution is beneficial only to Intel. Due to the reduction in prices for microprocessors, it will be able to defeat its long-standing competitors in Russia, such as AMD, "and at the same time close the way for domestic innovations."
