Payment for traffic?

Rumors that Russia will introduce payment for outgoing traffic on all hosting sites have long been. But the rumors - the rumors, some sites have moved to action.
Yesterday, one of the clients of iphost.ru received a letter:

We introduce payment for traffic in view of our traffic options for us following

1) Payment for bandwidth using the burstable rate system
Port allocation 100 Mbit / s, prepaid band 40 Mbit / s, without traffic limit -1400 cu / month. Excess bands are calculated at the rate of 35 USD for every Mbps.
2) Pay traffic by gigabyte.
Connecting to a port with a bandwidth of 100 Mbps
Prepaid traffic 6TB - 1700 cu./mon. Excess is calculated at a rate of 0.25 per GB.
3) bandwidth limitation
Port allocation 100 Mbit / s, bandwidth 40 Mbit / s - 1400 cu / month.
Bandwidth 50 Mbit / s - 1650 USD / month.

Some of the clients said they did not receive the letter, most likely it was sent to projects that are traffic generators.

Next ... We can see at the Stack site: connecting a dedicated server to a 10 Mbps port . For Russia, in my experience - this is new.

For the West, this is all normal, payment for traffic, but how will Russia react to this? In the west, with the above price list, renting a server is more profitable.
