“The frequent failures with our vehicles are also incomprehensible at the time when they fly over the shadow side of Russia for the Earth, where we do not see the vehicle and do not receive telemetry from it. I don’t want to blame anyone, but today there are very powerful means of influencing spacecraft, the use of which cannot be ruled out, ”said Vladimir Popovkin, head of the Federal Space Agency (Roscosmos), in an interview with the Izvestia newspaper. Thus, the head of Roscosmos identified another possible reason for the loss of communication with the Phobos-Grunt apparatus and other devices.
It is likely that Western intelligence services deliberately organize sabotage to undermine the authority of the Russian space program and cause direct economic and political damage to the country.
Vladimir Popovkin explained that in 2013, Russia would solve this problem and form its own signal relay system - three Luch-5 satellites, one of which was already launched in December 2011. They will provide constant visibility of Russian satellites in real time.
