Solutions "Penguin Software" recommended as the basis for the creation of GMP
The Act on acceptance of work performed by Penguin Software and other participants in the project to create prototypes of the basic components of the National Software Platform (NPP) was signed. According to the technical requirements of the competition, the customer, represented by the Ministry of Communications and Mass Communications of the Russian Federation, demanded to conduct analytical studies, prepare a financial and economic justification and project documentation for the next stages of the project, as well as develop prototypes of key program components of the future platform.
On November 2, 2011, the Ministry received 5 analytical reports, the draft design of the NPP, the terms of reference for the further development of the NPP, the report on patent research, 14 software prototypes with accompanying technical documentation of more than 5000 pages. Their evaluation and testing took the customer almost two months. The members of the competition commission were assisted in this process by industry experts, whose opinions were taken into account when rendering a positive verdict.
As stated in the R & D Acceptance Act, the results of the project are proposed to be used “as the basis for further work on the topic“ Creating a National Program Platform ”within the framework of the State Program“ Information Society ”for 2011-2020.

In turn, the general director of Penguin Software, Dmitry Komissarov, said that “we are only at the beginning of the journey. And to reach the goal, it was important to choose the right route. I am sure that our proposed concept of key infrastructure elements and documents for the functioning of the NPP will serve as one of the factors stimulating domestic developments in the field of information technology. ”
All public materials of the project are available on the website of Penguin Software. A letter was sent to the Ministry of Communications and Mass Communications of the Russian Federation with a request to publish the prepared documents and prototypes. After obtaining the official consent of the customer, they will also be posted on the website of the company "Penguin Software".
