Ukrainian authorities intend to switch to free software

The topic will concern the Ukrainian part of the respected HabrAudience.

Reading the news the other day that the Ukrainian parliament bought 485 for the deputies (450 deputies in total, by the way) super-expensive monoblocks of UAH 11 thousand each. (about $ 1300), personally, my emotions on this subject can hardly be called positive, unless you use a different definition.

However, as it turned out, the Ukrainian government is capable of (at least in words) taking sounder steps and just recently approved the State Targeted Scientific and Technical Program for using open software in government bodies in 2012-2015.

The draft program was developed by the State Agency for Science, Innovation and Informatization of Ukraine. The tasks, measures and indicators determined by the program will be included in the State Program for the Economic and Social Development of Ukraine for the relevant year.

Very encouraging sounds and the fact that the transition to opensource:

"... will reduce budgetary costs for legalization and acquisition of proprietary software. Budget funds will be redirected to support domestic software developers . The program will create favorable conditions for attracting investment in the development of the Ukrainian IT industry."


The Program also provides for the creation of a publicly available information resource on technical support for an open source software resource and a unified Registry of software used by government agencies — in other words, some standardization will take place. However, choosing software used by opensource is also not going at random, but provides for the implementation of a pilot project for the examination of a basic set of open source software.

All of this inspires some hope that, perhaps, within the framework of an officially approved state program, there will be a switch to free software, which will allow you if you don’t save on licenses (because I know firsthand that the level of corruption we have is living in one of the largest cities In Ukraine is very high and the kickback system is developed brilliantly), then at least at a broad level to support the market of opensource specialists, which really will not be slow to affect the Ukrainian IT market.
