The idea of ​​a “state search engine” became known in the summer of [2010], when employees of Yandex, Mail.ru and Rambler began to receive from some kind of “near-state” structure proposals for transferring to work in this project. His goal, as explained by a high-ranking source in the Kremlin, is to stimulate the development of domestic technologies in a promising area. Later, presidential adviser Leonid Reiman said that private companies were involved in creating the search engine, and the Ministry of Communications and Mass Media was only in charge of the project. The minister, Igor Schegolev, has always denied the possibility of state support for the search engine. However, the lack of funding for a national search engine in the Federal Program does not mean that the project is closed - perhaps the money will be allocated from another source, the head of one of the Internet companies suggests.

It recently became known that the Arthur Hunt Group recruitment agency is pulling Yandex, Mail.ru and Rambler developers into a new project, supported by the government and comparable in scale to Yandex. Such a project is being prepared, said Reiman, but this is not a state order, but an absolutely “market history”: private companies are developing a search engine, but with the support of the Ministry of Communications and Mass Communications. But later, when the product is developed, the state can take part in financing the project, did not rule out Reiman.
According to the managers of Internet companies whose employees are lured by Arthur Hunt, the project budget is $ 100 million, development should begin within three months, and the search engine should earn by the end of 2011. What companies are involved in the development, Reiman did not specify. The representative of the Ministry of Communications and Mass Media informed that he was unaware of the project to create a search engine, and added: the Ministry’s competence does not include the implementation of “market projects”.
Managers of Internet companies name potential contractors - the state-owned Rostelecom, ABBYY (the developer of text recognition systems and electronic dictionaries) and Ashmanov and Partners (the developer of search technology).
