In August, the
initiative of Rosreestr to create a publicly accessible free online database of satellite images of the entire territory of Russia was discussed at Habré (resolution of images of localities is no worse than 0.5 m).
At the beginning of November, the results of an open competition, which predictably
won by Skanex , the official distributor of GeoEye in Russia and the CIS, were announced in the absence of competition. In addition to
this satellite , almost no one else can take pictures with a resolution of 0.5 m. Various Russian state agencies, including the Ministry of Interior, use GeoEye services. In addition to better quality, American satellite imagery is cheaper than Russian.
Under the terms of the agreement between ScanEx and Rosreestr, satellite images for the entire territory of Russia - 17 million km
2 - will be placed in free access until the end of 2012.

Today, in the Moscow Region complex “Vatutinki”, the
conference “Earth from Space ” has opened, where the Federal State Registration Service and the “Skanex” presented their project to the public. GeoEye CEO and Matthew O'Connell also came here.

The project is carried out in two stages. At the first stage (until mid-December 2011), archival images of GeoEye-1 to the territory of 5 million km
2 for 2009-2011 will be processed. Apparently, the images are already available from ScanEx. Rosreestr will buy these pictures for 600 million rubles, that is, at a price several times lower than the market value of fresh pictures.
The budget of the first stage is 600 million rubles, the total budget of the project is 1.3 billion rubles. In any case, the cost of the pictures is much lower than the market (according to various estimates, fresh pictures with a resolution of 0.5 m sell for
$ 10 to
$ 20-27 for 1 km
2 ).
At the second stage will be created:
- the electronic archive of satellite images of the territory of 17 million km 2 (for comparison, satellite maps on Yandex cover only 813 thousand km 2 );
- base of orthotransformed satellite and archive orthophotomaps;
- a multiscale map to the territory of about 5 million km 2 , created from the cartographic materials of 1: 1,000,000, 1: 100,000, 1:50 000, 1:25 000 and 1:10 000 scales available in the federal fund to create cadastral maps of the Federal Registration Service.
According to the terms of the contract, the use of the GeoEye-1 space survey for 2009-2011 and the new space shooting is allowed as source materials. At the same time, the spatial resolution of the panchromatic channels of space images should be no worse than 0.5 m, and the accuracy of positioning on the Earth’s surface CE90 should not be lower than 6.5 m. In addition, the space shooting should be carried out in a snowless period; cloudiness should not exceed 15% for inter-settlement territory and 5% - for settlements within the boundaries of development.
