Who is to blame for unsuccessful projects?

The sad statistics of the implementation of information systems (hereinafter - IS) is known. According to the company Price Waterhouse Coopers in 2001, the number of unsuccessful implementations of ERP class systems in the West reaches 28%. Unfortunately, there is no such statistics in Russia, but in the summer of 2001, for example, SAP, out of 200 installations of the R / 3 program, worked out, according to the developer’s estimate, 110. BAAN, another market leader, had a ratio of 44 to 21.
