The company “Penguin Software” has completed the preparation of a prototype of the national software platform (NPP) and on November 1, 2011 notified the Ministry of Communications of its readiness to submit the task. Recall that on September 27, this company
won a tender worth 5 million rubles to create a scientific production enterprise. They promised to meet in 16 days, but it turned out longer: the work took a whole month.
Penguin Software is owned by Leonid Reiman, former head of the Ministry of Communications and Mass Media, through the NGI Foundation (he also owns a stake in the French company Mandriva). Especially for NPP, the company did not develop anything new, but only carried out analytical work, performed a patent search and issued a report on how the Russian “fund of algorithms and programs” should work - the base of software certified for use in state bodies.
As the director of the company Dmitry Komissarov said in
an interview with Lenta.ru , “we hand over to the customer, first, a set of establishing documents (in particular, technical specifications for future development work), second, analytical reports
1 and, third, prototypes - prototypes of the operating system, DBMS, build system and web-access system to the build system. In the latter case, nothing new is being done, but, on the contrary, existing Linux distributions are being adapted. ”
As skeptics suggested, the company introduced a slightly modified distribution of Mandriva Linux with a
new build server . To show the Russian roots of the Mandriva distribution, a company with the national name “Rosa” was recently created, and the Mandriva distribution was also renamed “Rosa” (Rosa Linux). Dmitry Komissarov specifically emphasizes that “Rosa” is being done in Russia.

The new build server can allegedly be used to build different operating systems, says Komissarov: “Inside the Dew, a special build system is implemented - you can“ build ”different operating systems. These include Rosa, MSVSfera, developed by VNIINS, and NauLinux, which is handled by the St. Petersburg company Linux Ink. In the next stages, ALT Linux is planned to be included in this list. The coexistence of several distros was our main idea, it was with her that we went to the competition. It’s bad when there is only one national platform. We believe that there should be several platforms, and the state supported us in this. There should always be competition. ”
Note that the owner of Penguin Software, Leonid Reiman, being the Minister of Communications, repeatedly stressed the need to install free software in Russian schools and other state institutions. In the end, in 2010 he retired from all government posts and began to put his dream into practice. For a start, the former minister bought 51% of Penguin Software and a controlling stake in Mandriva.
