The truth is somewhere near

At the beginning of the 20th century it was fashionable to determine the advancement of various countries in terms of the level of development of railways. Over a hundred years the situation has changed a bit, now the era of the Internet has come.

And unexpectedly, Romania (15.27 Mbit / s) and South Korea (17.62 Mbit / s) emerged as the leaders of the civilized world in terms of download speed, according to a recent study by Pando Networks (USA).

We were on the 16th place - 6 Mbit / s (or 761 Kbytes / s, according to the cumulative chart of the Global download study).

And what is much cooler, this week our country is among the top three countries (together with Ukraine and the UK) with the highest quality Internet.

In the words of Disraeli, the famous English politician of the 19th century: “There are three kinds of lies: lies, damned lies, and statistics”, which is especially relevant in this matter, given the vastness of Russian spaces.

6 Mbit / s is already a serious figure (thanks for pointing out an error in the calculations to the user Habroche ).
However, in practice, there are frequent cases of inconsistency between the actual speed and the subscriber’s expectations.

And this problem is relevant not only for Russia - for example, the average gap between the declared and actual Internet speeds in England in May 2011 was 8.2 Mbit / s (at an average speed of 6.8 Mbit / s), which is even higher than six months ago .

Trying to restore justice, the Committee of Advertising Standards in the UK ( Advertising Standards Authority ) obliged providers to specify only the speed that is valid for at least 10% of subscribers.

Actually, the technology itself and the procedure by which the British are going to identify happy customers and “catch the hand” of unscrupulous operators are covered in fog. You can again talk about the next "system failure" - the legal machine does not keep pace with the development of the technosphere.

The currently accepted practice is that large customers build dedicated channels with guaranteed speeds and conclude an SLA with operators, trying to minimize possible risks. The corporate tariffs of some regional operators include the phrase “guaranteed bandwidth,%”. (True, the range of 20+ thousand for the same operator at the same speed is psychologically difficult to perceive).

At the beginning of the month, the Ministry of Communications and Mass Communications published a draft resolution, according to which operators are obliged to indicate the minimum and maximum access speeds in the contract.
Immediately there are obvious questions - the minimum is impossible to guarantee, the “access speed” is not equivalent to the “data transmission speed in the network”. Suffice it to say that the speedtest readings differ by one third only when using two different browsers.

Therefore, it is quite possible that radical solutions, such as, for example, the proposal of the reader Nag.ru, await us: “to legislatively establish the minimum guaranteed speed on the Internet at 1 Mbps. You can not provide - suspend the license. "
