Until the end of 2011 or a little later, Roskomnadzor should develop requirements for cloud platforms for the protection of personal data when working with government agencies, said Russian Deputy Minister of Communications and Mass Communications Ilya Massuh. The result of the work will be either the by-law act “On the Status of Cloud Platforms”, or a corresponding amendment to the Personal Data Act (
Federal Law No. 152 ).
Requirements will become mandatory for all cloud services that operate in the Russian Federation, including Google. “This is necessary to ensure that cloud platforms in the future have the opportunity to work normally not only with government agencies, but also with other structures,” said Massuh.
What are the requirements? The placement of a data center in the territory of the Russian Federation should be obligatory, said the deputy minister, as well as “evidence of the security of servers from virtual and physical threats.”

Protecting personal data is good, but it doesn’t seem to be that Russian schools, universities and other government organizations will be effectively barred from using Gmail and other “hostile” cloud services.
