New domain registration rules: protection from porn?

The other day, the Coordination Center is, if someone does not know, the organization in charge of the .ru and . domains zones has laid out a draft of the new rules for registering domain names. Let me remind you, soon a year since the start of open registration in the Cyrillic zone.

So, new rules. Of the significant changes - the activation of domains will be made by SMS, according to the scheme, which is used, for example, social networks. I remind you that connection to mobile operators is carried out in the Russian Federation only upon presentation of a passport. But now is not about that. The most, in my opinion, requiring attention issue here is the following item:

5.5. Domain delegation can be terminated by the registrar on the basis of a written decision of the head (deputy head or equivalent official) of the body carrying out operational investigative activities.

That is, any site can be closed at the request of the police. It is clear that this is a step to combat pornography, and it is understood that there must be sufficient grounds for this. But in fact, it may turn out that you should be worried not only by the owners of porn sites, but also by ordinary users. The main thing that I want to know is whether there is any classification, a scale by which it can be clearly determined that, for example, your nu-photos gallery will not cause you to remain without a site?
