Twitter banned part of the Ukrainian IP?

A few days ago, I noticed that Twitter stopped opening. When I ping, I saw that the pings do not reach, but I wrote it off to service problems. When the situation didn't change the next morning, I became suspicious and went to the unofficial forum of CSO users! (Internet service from Ukrtelecom, the largest provider of Ukraine).

There was found a topic in which there were others who were also suffering. Actually, we all have a trail to Twitter ends on some Washington hosts Level3.net. Here is my traceroute (I cut it off on 23 hop, there are 30-hop logs in the link topic):

Apparently, a certain group of Eastern Ukrainian IP was simply banned by Twitter itself.

None of the Twitter sites work, in other words, I don’t know how to contact technical support. This post I ask the habrovchan to draw attention to this problem and help solve it.
