The tender for the game about the Great Patriotic War for 90 million

The Ministry of Education and Science of the Russian Federation announced a tender for the creation of a “engine” for the multiplayer game “Battle for Moscow” of 1941-1942 . The idea belongs to Russian President Dmitry Medvedev, who put forward a proposal to create an interesting youth project on Russian history.

The idea is clear - this is akin to co-financing patriotic films, only affects a slightly different audience.

About 7 years ago I played quite a lot in Operation Flashpoint. This game was captivated by the possibility of creating its own missions with automation scripts and common realism (first a flash of a shot, and after a second or two only the sound reaches; or you run 5 minutes to the position, then kill with one bullet). Also, the developers provided flexible possibilities for creating new models, add-ons, missions, etc.

Around that time, I thought that such a game could be used to train military personnel in the basics of combat tactics. Clearly, this is fiction, but still it's better than redrawing maps of the area in the military department.

Therefore, after reading the information about the tender, I remembered about past reflections. But here the question is already a bit different. Is there really no ready-made engine that can be bought / licensed and filled with “content”? Why make a new engine when it is easier / easier / cheaper to buy a license for the same Operation Flashpoint or ARMA-II? And full of other similar engines!

After all, the main work here should be - not the engine, but:

After a bit of searching, I discovered that for Flashpoint there was already a project LIBERATION 1941-1945 , which was developed as Addon and it contained all of the above. Add a little time and effort - and get what they wanted to do. So maybe it's better not to do your own engine, but to support a ready-made initiative? Well, or take the engine more modern and do the same if we want a better level?

I understand that another serious problem is in the mass multiplayer. But if the territory is gigantic, and the visibility is artificially limited by a “fog” of 5-7 km, then the requirements for the multiplayer are simpler. It is possible to modify the finished engine if the source code is sold. What do you think, colleagues?
