Twitter text advertising

Today I discovered that text ads with an external link are shown on my twitter.

How long has it started? (I did not come across the news about this format of advertising).
Until I caught it, did everyone have an advertisement and did it all have the same.

UPD 1. Apparently, advertising is not shown to everyone. This can be seen from both the responses and the click statistics of the advertised link (data for the last 24 hours):
