"Vkontakte" starts playing video via p2p?

Today, trying to view a VKontakte video, I discovered an interesting flash-player window. This window itself, as you can see, requests access to the downloaded portion of the video to provide the channel. There are no official comments on this issue yet, quick googling gave nothing but questions, so I will follow the development of events and periodically update the topic.
