"Popular tags" authors and readers - different things

I am now busy writing a city social network (this phrase creaks in my teeth, right? :)), and at this particular moment I am writing the tag cloud mechanism.
If I'm not mistaken, tags are displayed in the Cloud, which are most often used when writing a new text (news, survey, etc.) on the site as a whole. On awareness of this moment, I pereklinilo - "Something here is not a tag" ...
It seems to me that this logic is somewhat, to put it mildly, incorrect. More precisely, on the one hand, of course yes, but on the other - no. I will try to explain it. First, let's take as an example the Cloud on Habrahabr.
Here I come on Habr. I look at the Cloud, which performs the function of the main navigation on the site. What I see? With the most popular news and blogging topic - old google. Please note that this is a popular topic for AUTHORS texts. And for READERS? Not a fact, not a fact - about Google and so they write everywhere and everything. The great popularity of the tag among AUTHORS does not mean that behind it hides interesting news to the reader .

As a vivid example, you can take a rating of blogs by Yandex . From the very opening to this day, the “PHOTO” tag has been leading in its cloud. Yes, people love to show off, love when they are interested. They photographed a flower near the neighbor's fence - and it seems that this is a super hit, Art with a capital letter in its purest and most perfect manifestation.
But you understand that this is not so. For example, I have never clicked on this tag for many hundreds of visits to blogs.yandex.ru. Firstly, it's a pity for traffic, and secondly, it is more interesting for me to go to any photosite and see really professional works.
And now ... paa-baamm: "Popular Tagi READERS"!
What's happening? The script searches for this tag in the directory and adds the counter “tag popularity among visitors.” Those. Initially (now on Habré) in the directory of tags in the database there is a tag_count for example, and it is added when the author of the text describes his work with this tag.
And we also do tag_popular (and something else), and we add it only when the reader is interested in this tag.
In general, these thoughts are swarming in my head. I am sure that I am not the first to ask myself such a question, therefore I decided to ask the habrataris dear to the heart - does this variation of the cloud have the right to life and consolidation among the masses? And in general, should it not be the main and main?
