Roskomnadzor threatens Tele2 with revoking licenses for penetration of a cellular signal from neighboring areas into the Moscow region

Today (June 28), a story about a conflict between Roskomnadzor and Tele2 appeared in several online media outlets ( in Kommersant Gazeta , in RBC daily , on the Mobile Chelyabinsk website ).

Roskomnadzor claims that Tele2 in the Moscow Region illegally provides cellular services using base stations installed in neighboring areas - in Tula, in Kaluga, and in Smolensk. Requires by July 20 to reconfigure the base stations located near the borders with the Moscow region, to mute the signal strength. Moreover, Roskomnadzor issued warnings about the suspension of licenses.

Tele2 Russia, in turn, claims that its subsidiaries (Votek Mobile and Smolensk Cellular Communications) did not violate the license conditions, since all of their infrastructure facilities are located outside the Moscow Region (independent telecommunications lawyer Anton Bogatov in RBC Daily, he stated that the requirement of the supervisory authority is groundless if the power of the base stations meets the requirements of the frequency permitting documentation).

An unnamed representative of one of the mobile operators told Kommersant Gazeta that even at regular capacity, Tele2 base stations are theoretically capable of reaching such border cities of the Moscow region as Serpukhov, Pushchino, Chekhov, Kashira, Stupino, Necklace, Naro-Fominsk and Vereya .

It seems that before our eyes one of the workarounds in licensing is being tried for strength. Interest in it is fueled by the knowledge that Tele2 has received only refusals for all its repeated attempts to obtain a license in the Moscow Region (with speeches about the absence of free frequencies), and that in the spring of this year Tele2 in Moscow organized the sale of connection kits to “Call cheaper” tariff, where the price of outgoing calls to Moscow from the Tele2 presence regions is one and a half rubles per minute.

Personally, in this situation, I sympathize with Tele2, because subscribers have seen a lot of good from this company (take at least the Super Hit tariff at nine kopecks per minute, which is still valid). If it turns out that the supervisory authority fails to dig in on them, then I can only rejoice at the residents of the Moscow region border area.
