There are many good posts about various e-government options, but almost all of them offer to make an analogue of what we have now on the Web.
In my opinion, it is not necessary to rush to extremes and immediately change the entire structure of the state.

In Russia there is such a wonderful body of the state - the parliament. Consists of the Federation Council and the State Duma. In general and in a simplified way, it is the body for lawmaking and control of the President and the Government of the Russian Federation.
And now the most interesting is who enters the parliament:
- According to Part 2 of Article 95 of the Constitution of the Russian Federation - the Council of Federation consists of two representatives from each subject of the Russian Federation: one from the legislative (representative) and the executive bodies of state power. (c) Wikipedia
- In the State Duma, elections are held by popular vote.
That is, in fact, all members of parliament are representatives of the people. Those people to whom the people delegated their right to decide how this very people will live. Previously, everything was logical - there was no technical opportunity for every citizen of the country to participate in all this, there was no available system for obtaining relevant information in all areas for independent decision-making.
Now we have the Internet - an ideal condition for creating a direct parliament, when every citizen can speak and vote directly on his own behalf, without spending a lot of time and effort on it.
So, what we get at first glance:
- getting rid of freeloaders deputies and their flashers;
- we keep the representative of the state for foreign policy;
- we maintain and at the same time have the opportunity to control them, professional government and ministries (however, they can be considerably reduced, leaving, say, the defense industry and the Ministry of Internal Affairs, and shifting the rest to the new parliament);
- we get true democracy.
