The Kazakhstani Association of IT Companies, which is the administrator of the .kz domain, explained the situation with the hosting of servers for the Internet resources of the .kz domain zone in the Republic of Kazakhstan, Tengrinews.kz reports citing the President of the Kazakhstan Association of IT Companies, Nurlan Isin.
The new rules for registration, use and distribution of the domain space of the Kazakhstani segment of the Internet on September 7, 2010 really stipulate the requirement for hosting servers for Internet resources of the .kz zone in Kazakhstan. Such measures are aimed at stimulating the development of Kazakhstan's Internet resources.
It is noted that during the preparation and discussion of the rules it was agreed that the principle “the law does not have retroactive effect” will be applied here. According to this “law”, this provision will not apply to all domain names registered before the introduction of the new rules. In particular, the order of the Ministry of Communications and Information of Kazakhstan dated September 7, 2010 states that “domain names registered prior to the enactment of this order are not subject to re-registration and are valid until the expiration of their registration period ...”.
However, KazNIK executives misinterpreted the notion of expiration of registration, meaning also the procedure of annual payment for renewal of registration. This circumstance led to the fact that the registrants in the .kz domain zone were incorrectly informed.

The Kazakhstan Association of IT Companies informs and informs registrars and registrants that the requirement to host servers for Internet resources of the .kz zone in the republic does not apply to domain names registered prior to the introduction of new rules. Nevertheless, the administration of the .kz domain will always welcome decisions of the registrants of the zone to host their Internet resources on servers located in the territory of Kazakhstan.
Meanwhile, the misinterpretation of the rules led to the fact that the owner of the largest search engine Google announced the closure of the Kazakh version of the portal due to legal restrictions imposed by local authorities. When trying to log in to google.kz, the user was automatically redirected to the Kazakh language
www.google.com page. In this case, the Internet corporation noted that "this circumstance will lead to a certain decrease in the quality of search for Kazakhstan users, since the results will no longer be processed in accordance with local specifics."
