Missed design gosuslugi.ru

Yesterday I left an application for international passport on state services. At the very last stage (when it was necessary to upload a photo) my chromium under ubuntu could not stand it, and did not download it (it remained on the download indicator). I didn't really want to figure out why it happened, so I had to copy the link and go to the virtual machine with the default browser.
Having opened it (in a clean browser, in which, apparently, there were no special cookies), I clicked on the link where I saw something unusual:

In this version there are video examples and some non-standard design elements.
