Dmitry Medvedev approved the list of instructions in the field of Internet
Today, Dmitry Medvedev has approved a list of instructions according to which network activity in Russia will be regulated. The orders concern many aspects of civil law activity.
First, to the delight of free license supporters, the president decided to speed up the resolution of issues related to the possibility of publishing copyright works under Creative Commons, GNU FDL and similar licenses, as well as their subsequent legal protection. This task was assigned to Igor Olegovich Shchyogolev and Veniamin Fedorovich Yakovlev, moreover, they did not have much time to work, DA Medvedev gave the deadline until August 1, 2011.
Secondly, the president decided to establish a dialogue between the public and rightholders, which has recently looked like mutual terror. Until July 15, statesmen have time to think and to prepare constructive proposals for providing citizens with convenient access to cultural values.
Thirdly, before August 1, it is necessary to prepare a draft distinction between the responsibility of the media and online publications for user comments that violate the laws of the Russian Federation.
Fourthly, to open access to accredited educational institutions to audiovisual works that are in the archives of state media.
Fifth, to improve the laws on the processing of confidential user data to comply with the Council of Europe Convention on the Protection of Individuals in the Automatic Processing of Personal Data.
And finally, sixthly, an instruction to the Ministry of Foreign Affairs of the Russian Federation on the transfer of the instrument of ratification on the accession of the Russian Federation to the Council of Europe Convention on the Protection of Individuals in the Automatic Processing of Personal Data.
