After hesitation, checked the address of the link, clicked, looked at the certificates. It seems not phishing, username / password from Yandex is not asked (I am already logged in).
This time, I correctly selected my payment password, wrote it down in keepassx and tied my mobile phone to my account.
Done, now I can use the poison!

Judging by the comments, the registration date before September 15, 2010 and the zero balance is not enough for zeroing. My wife received the same letter with a proposal to create a new account, although she did not lose her payment password, but simply did not use the system.
In my account, when I visit money.yandex.ru/account/cancel.xml, I immediately redirect to money.yandex.ru , that is, I can’t remove my account anymore. When entering from her account, this is the picture:
When you click on the link - the account was deleted completely, without asking for confirmation.
I suspect that in order to successfully delete an account, there should be no operations on it after September 15, 2011, or there should not have been any operation at all since the moment of registration.
If someone else received a similar letter - please indicate in the comments whether the account was used.

You have not used your Yandex.Money account for a long time. Did you forget your password?
We suggest you remove the account to which access is lost, and open a new account with the same login.
You do not have to write an application to restore access - everything you need can be done without leaving your computer.
What should be done?
1. Go to the link: money.yandex.ru/account/cancel.xml
2. Log in to Yandex (enter your username and password).
3. Click on the button “I want to open a new account”. Your old account will be deleted, and you can create a new one instead.
Important: at the same time, your previous account data will become unavailable.
Please note: real letters from Yandex.Money are easily distinguished from false ones by the icon with our logo near the title.
