At the same time, of course, protecting the rights of citizens, because high-quality content requires permanent funds, and if the creators have no opportunities to monetize what they create, the quality of the content is inevitable and, accordingly, its offers and choices for our citizens will decrease.

We consistently oppose piracy. We believe that the introduction of free licenses will accelerate cultural exchange, increase the possibilities of using the Internet as a learning environment, development teams who want to write software code together. This, I repeat, is a complex two-part task, and we expect that this year, with the involvement of the environment, authors, organizations that will be involved in copyright protection, we will be able to find the principles that will allow us to make the right decision and restore the balance between copyright holders and consumers. .

We, our ministry, see our task in creating a national information and communication platform for downloading, processing and distributing digital content.

In parallel, it is important to develop a unique digital label. This will allow you to create an open, publicly accessible accounting system for copyright objects. Then the right holder has the right to decide: either he provides it for free use and will earn on the advertising model, or he will take funds for these objects, but at the same time he will have accurate information on how many users, when, in what volume his products were used. This includes the introduction of licenses such as creative commons, the GPL and the like. We have already begun this work.
