Finam.ru ended the online conference Free Software: The Balance of Pros and Cons, which was attended by analysts and representatives of IT companies, including Alexei Smirnov (CEO of ALT Linux) and Anatoly Yakushin (OpenOffice analyst. ru).
One of the actively discussed topics was the prospects for creating a national operating system. Experts believe that the state should create more favorable conditions for the distribution of free software, but the idea of developing an exclusively Russian OS was considered controversial.
“As for the development of our own domestic operating system, this idea is more harmful than useful. It is enough to remind the sad experience of creating the WSWS for the Russian armed forces. The fact is that the free software phenomenon is international, there are no state borders. In isolation from the world community of free programmers, it is simply impossible to create any usable product, ”said Anatoly Yakushin.
“When developing a proprietary version of the OS — and in fact a proprietary Linux distribution — it’s important above all to keep in touch with international free software development projects. The more actively Russian developers participate in such projects, the more influence they will have on these projects. The impact there is largely proportional to the intellectual contribution. The separation from international development is fatal for such a project, ”added Alexei Smirnov and cited several references with a question, maybe we will consider this a“ national OS ”?

www.sisyphus.ruwiki.sisyphus.ruAccording to conference participants, free software is now fully capable of competing with Microsoft products. “There is a competition that is getting worse every year. The success of the Mozilla Foundation (Firefox) projects, OpenOffice.org, the ever-increasing share of open source software in the server segment of the market is clear evidence of this. Already, free software is spread more than widely. Suffice it to recall that more than 80% of all Internet resources are supported by servers running operating systems with free licenses. And this is unknown to the general user, ”said Mr. Yakushin.
Experts believe that the state, first of all, should ensure the use of open standards in all developments and supplies for state needs. “It is also important that with state procurement of software, the requirements are clearly formulated not only for the technical characteristics of the product, but also for the volume of obtained copyright property rights,” Mr. Smirnov believes. However, the active involvement of government agencies in the development of the open source software market seems to be undesirable for representatives of IT companies. “Free software is able to be competitive without state subsidies. Enough state regulation of data formats, ”Mr. Yakushin expressed his opinion.
