The Ministry of Education of Ukraine sent letters to Ukrainian universities demanding payment for the services of the site
osvita.com in order to create a “Single Educational Information Window”. The contribution of each university should be 7.5 thousand UAH (about 950 USD) per quarter or 30 thousand UAH per year.
The Ministry justifies such a requirement by the decision of the Collegium of the Ministry of August 20, 2010 and the order of the Ministry of October 6, 2010.
The site
osvita.com belongs to the private structure "Imperia-info", which is owned by a 24-year-old from Kiev Alexander Gudkov. His father, Nikolai Gudkov, works as the head of the Personnel and Management Department at the Ministry of Education. Prior to joining the Ministry, Nikolai Gudkov headed the press service of the city council member Denis Kostrzhevsky (general director of Zhulyan). Since then, he worked together with Sergey Baranov-Mokhort, who came to Kyiv City Council from the Party of Regions.

According to the Ministry of Education and Science, there are 854 higher educational institutions of 1-4 accreditation levels in Ukraine. Accordingly, "Empire-info", with the help of the Ministry of Education, has a chance to earn 25.6 million UAH this year, and the same amount during all subsequent years.
