Licensed software, the future of Russia?

As it is known in our country, the majority of software on users' PCs is pirated. Pirate software can be purchased anywhere, at least in Moscow and St. Petersburg, but in the Yekaterinburg home there is no pirated software at all. All those who sold software were convicted under articles 272 (“Illegal access to computer information”) and 273 (“Creation, use and distribution of malicious computer programs”) of the first part of the RFID. In essence, the accusation itself refers only to hackers, since pirated programs are not malicious, and unauthorized access can be considered theft from paid servers, while Windows can be easily downloaded from neta for free.
But in general, this is not about this, but about what problems the absence of such programs on the market causes.
First of all, not every user in Russia has the opportunity to spend 30-50 tr. on software and windows + office + nero - the standard minimum software on a computer is exactly what it will cost.
Secondly, the question arises, does pirated software damage the Russian economy? The answer is simple, no. For the sale of licensed software in the first place brings income not to the Russian treasury, but to the benefit and prosperity of the producing country. All that the Russian economy receives is taxes from sales in Russia, i.e. standard 13% + 20% VAT. With the legalization of sales of pirated software at the expense of mass sales, the state would hardly have received less.
And the last third argument in favor of pirated software. Imagine a situation, a person decided to become a 3D schnick but with a package that he will not work yet, in order to work and understand which package suits him better, he should spend at least $ 14,000 on Maya and Max, although only one program will be used in the end, those. useful money spent will be only $ 7,000. Or another option, comes out a new Windows, as usual, extremely raw, and before you spend 10 000r. it is reasonable to make sure it suits you at all.
From all of the above, only one conclusion follows, in the Russian market without pirated software is not enough until the software makers, as well as the game makers at one time, reduce the cost of their products for distribution in Russia ...
