No one argues that kickbacks, bribes, nepotism and other manifestations of corruption are terrible facts of modern reality. Entrepreneurs call corruption one of the main obstacles in business development. Breeders all condemn. And there is something for that (although it is better not to be condemned, but tried and imprisoned). But corruption, like adultery, has two sides. If someone takes - then someone gives.
Since the customer (state or commercial) is not clean at hand, the supplier is also not clean at hand (the same business representative). But does any one of the business representatives say this openly?

We have a
portal for executives of small business IT companies. The very small business for which corruption is one of the main obstacles in development. There are about 1500 participants from different regions of the CIS in the community, so the sample can be considered representative (within the IT industry). So, we conducted an anonymous
survey (for greater anonymity - we used Google Docs forms) of the participants, in which we asked to honestly state our approach to doing business in the context of this issue. Below I suggest to look at the results.
The question was: “What would you do if you received a proposal to continue cooperation with elements of corruption?”
There were 5 answer choices:
- Yes, I would agree without hesitation in any way. This is a business.
- Yes, but only in an emergency - there are no orders, there is a hole in the balance sheet.
- For budget money - no, for private - normal practice.
- Neither the budget nor the private money will not touch any gray schemes. Politely refuse.
- I'm a samurai! I will refuse a sharp form or even try to catch the hand.
Please note that the question does not imply a situation where you are demanded money and you have no choice. A situation is assumed when an entrepreneur is offered and he is free to make a decision.

Such cases, friends. 62% of IT entrepreneurs will somehow say “yes” to kickbacks. 31% modestly refuse, and only 7% will show an “active citizenship”. I think in other industries the picture will be similar.
Fighting corruption is important. But you need to fight with the takers and with the givers. Right laws and fair justice are necessary conditions. Without them, do not catch the hand. Catch the hand can be only in the case when there is the very “Samurai”. And according to the survey, only 7%.
