GNU GPLv3 and GNU LGPLv3

On the other hand, we face a great danger. We have a kernel under GPLv2 only (Linux kernel), while GNU libc (glibc) is released under LGPLv2 or later, everything is fine, but at the moment when GNU libc is released under LGPL v3 only (or later) we get the impossibility of linking to products under GPLv2 only, including the kernel, and I want to remind you that the GNU libc uses core inclusions.
There is also a big problem, if glibc GPLv3 only is released and with everything related to Qt, because Qt GPLv2 only cannot link to GPLv3 product ...
What are we preparing new licenses? What rake do we stand for? What are your opinions, colleagues?
