The developers believe that such a move by the Twitter administration is caused by the desire to monetize the service - and after all, Twitter already has several official clients, for the main mobile platforms iOS, Android, Blackberry, Windows Phone 7. It seems that third-party developers will be forced to use the rules imposed for example, implement something like a Quick Bar from an official client in your apps, where hot topics are broadcast, plus ads (promoted tweets).
