On large information sites, predictability of navigation is very important. Accordingly, a person should be roughly aware of where this or that link will lead him. To date, the unspoken standard has been the division:
standard link - underlined with a solid line, sometimes just highlighted with color (sometimes there is an additional division into internal / external links) link that opens in a separate window - displayed as an additional icon functional link / switch without page reload - underlined dotted line
At the same time for a relatively young type of links - tags - until no designation is fixed. For example, on Habré, tags are shown explicitly. But in some other cases, tags can be found in less predictable places, so it would not hurt to enter their own designation, for example, a double solid underlining:
