We also need programmers to develop the resource. Knowledge of PHP, CSS, JavaScript (jQuery), MySQL is required. Open source skills are welcome. Experience ... Yes, any experience will go. The main thing is the desire to help your country.

"It would be logical to recruit and professional IT-team." - No. With that IT team (and the number of people willing to take part in the development for free), which Navalny has, it would be illogical to hire someone for money.
